Scooter Committee Update

The Scooter Subcommittee renewed our efforts regarding Public Service Announcements (PSAs) as well as passive and active enforcement of scooter rules in February and March. Our efforts have included:

  • …completing and providing PSAs for DDP to send to approximately 350 security professional, property management, and business owner contacts in their system.
  • …requesting the Denver Theater District to again display the safe scooter riding PSAs on changeable message signs.
  • …meeting with Armando Saldate, the Executive Director of the Denver Department of Public Safety regarding initiating more active enforcement laws regarding scooter riding.

Mr. Saldate has indicated that a special detail of police and Street Engagement Team (SET) personnel will be provided around The Rockies’ opening day to instruct scooter riders that riding on sidewalks is illegal and that they must use bike lanes or the street.  Tickets will not be issued until signs on bike lanes are revised to indicate that they can be used by scooters in addition to bicycles (the signs currently indicate that “Bikes Only” are allowed in bike lanes.)

Denver City Council District 10 staff reported that it is important to report all improperly parked scooters as well as scooters being ridden improperly (e.g. on the sidewalk or with more than one passenger) through the Department of Transportation and Infrastructure (DOTI) website.  Violations do not have to be reported in real time.  Rather, if possible and safe, take a picture of the violation (including the scooter ID number) and submit the information from your computer when you get home using the procedure shown below:

  1. Click on the following link to get to the DOTI Micromobility website:  Denver’s Scooter and Bike Share Program – City and County of Denver (denvergov.org).
  2. Scroll down and click on the box “Report an Incorrectly Parked Scooter or E-bike”
  3. You can read the reporting directions there or follow the directions summarized below. 
    • Click on the “Violation Form” link in the line just above direction number 1.  This brings up a new web page for “Create Issue.”
    •  Click on “Next” to report an improperly parked scooter.  You can also click the drop-down arrow to get options for “Operator Violation” or “Moving Violation.”
    •   Fill out and submit the form.  
      • If the scooter number is unknown, simply enter “Unknown” in the appropriate box.
      • Street direction and type are required on the form.  For downtown streets, use “W” for numbered streets and “N” for named streets,
      • Attach a picture by clicking “Browse” in the reporting section labeled “Picture Recommended”

This reporting is very important since DOTI builds a “heat map” from the information and uses it to address issues and coordinate with Lyft & Lime.
